English abstract:
Relevance of cartographic information for authoritative communication of spatial information in disaster situation

Application of contemporary technologies enables successful decision making and crisis management in the sense of timely prevention, warning, population and environment safety measures, quick and efficient help and consequence mitigation. This requires spatial, economic and social analyses, decision making and execution. Successful crises management in natural and anthropogenic is on one hand based on an open - online access to actual, well-organized and relevant geoinformation. Realization of the goal is possible with application of interoperable systems and geodata obtaining and archiving methods defined by law according to international and national spatial data infrastructure standards.
Access, editing and use of geoinformationin disaster management are also unimaginable without spatial communication supported by cartographic visualization included into communication, positional and navigation systems. For the purpose of communication and unambiguous exchange, according to the situation of very different and essential spatial data included in decision support systems, it is necessary to define a legible and clear cartographic design for individual representation scales (cartographics, color schemas, ...) and adjust the visualization to user groups and new media.
With that in mind, the decision support system concept is supported by theory and methods of cartographic communication and visualization, as well as theories and methods of spatial development, planning and spatial management with the goal of quickly responding to emerging disaster, with the possibility of choosing the currently best, most objective and scientifically supported solution for a region and its population.

Značenje kartografske informacije za pouzdano upravljanje u kriznim situacijama

Primjenom danasnjih tehnologija moguća je organizacija uspjesnog donosenja odluka i upravaljanja u kriznim situacijama u smislu pravovremene prevencije, upozorenja, provođenja mjera zastite stanovnistva i okolisa, pruzanja brze i učinkovite pomoći i uklanjanja posljedica. To zahtijeva prostorne, privredne i drustvene analize, donosenje odluka kao i njihovo provođenje. Uspjesno upravljanje u kriznim situacijama izazvanim prirodnim i antropogenim katastrofama temelji se s jedne strane na otvorenom - on-line pristupu aktuelnim, dobro organiziranim i zadatku relevantnim geoinformacijama. Realizacija toga cilja moguća je uz primjenu interoperabilnih sustava i metoda prikupljanja i arhiviranja geopodataka po zakonom definiranim internacionalnim i nacionalnim standardima infrastrukture prostornih podataka.

Pristup, izmjena i koristenje geoinformacija pri upravljanju katastrofama, s druge strane nezamislivi su bez prostorne komunikacije podrzane kartografskom vizualizacijom uključenom u komunikacijske, pozicijske i navigacijske sustave. U svrhu komunikacije i jednoznačne razmjene, zavisno situaciji veoma različitih i neophodnih prostornih podataka putem kartografske informacije uključene u sustave podrske odlučivanja, potrebno je definirati čitak i jasan kartografski dizajn za određena mjerila prikaza (kartografiku, sheme boja, ...) te vizualizaciju prilagoditi korisničkim krugovima i novim medijima.

S tim fokusom, koncept sustava za podrsku odlučivanju u kriznim situacijama podrzan je teorijom i metodama kartografske komunikacije i kartografske vizualizacije, kao i teorijama i metodama prostornog razvoja, planiranja i prostornog upravljanja s ciljem brze reakcije na nadolazeće katastrofe, uz mogućnosti izbora trenutno najboljeg, objektivnog i znanstveno podrzanog rjesenja za regiju i stanovnistvo.
