English abstract:
The area of applications in real-time tracking services, e. g. fleet and asset tracking, E-911 and public safety issues, and wildlife management, has increased during the last few years. The main purpose of the work described in this thesis was the development of a prototype police dog tracking system. The developed tracking device can be used for any of the tasks mentioned above, but the created device was especially for tasks within the field of police work. The field of duties of police dogs comprises tracking, drug searching and searching for people as well as evidence. Due to the relatively small size of the tracking device it can be used either attached to the dog´s collar or to a canine vest. The advantage of wearing this entity by dog can clearly be seen - police officers of special task units can track their dogs untethered while they are tracking suspicious subjects or searching for people. This system should increase the efficiency of a police dog, relieves tracking and enhances saftey of the dog. The tracking system consists of a mobile unit attached to the dog and a monitoring station, which can either b a police department with network connection, to display the position of the dog on a map. The system was based on two technologies, first Global Positioning System (GPS) and second Cellular Digital Packet Data (CDPD). Satellite technology provides the position information and the cellular system transmits the information to a configured computer address. The position of the dog can be monitored in real-time and a police officer can follow the dog with a vehicle. This study showed one possibility of an efficient real-time tracking system, where size, weight, and shape of the mobile unit are aligned to attach the mobile unit to a dog´s collar or to a canine vest.
There would be a few other possibilities to perform this task like using GPS in combination with Short Message Service (SMS), General Packet Radio Service (GPRS), cellular satellite systems or as an alternative positioning based on the GSM (Global System for Mobility).

German abstract:
Das Ziel dieser Studie war die Prototyp-Entwicklung eines Polizeihung-Tracking-Systems. Es gibt eine Reihe von Anwendungen im Gebiet von Echtzeit Tracking, zum Beispiel Flotten und Anlagen Tracking, E-911 und Öffentliche Sicherheit und Wildtier Ortung. Die Anzahl dieser Applikationen stieg in den letzten Jahren sprunghaft an. Das hier entwickelte Tracking System könnte für jede dieser Anwendungen verwendet werden, es ist jedoch speziell dafür ausgerichtet an einem Hundehalsband oder an einer Hundeschutzweste montiert zu sein. Das Aufgabengebiet eines Polizeihundes umfasst Verfolgung und Spurensuche, Drogenerkennung, Sprengstoffsuche und einige andere. Der Vorteil des entwickelten Systems liegt auf der Hand, ein Hundeführer, aber auch jede andere autorisierte Person, kann die Position des mit diesem System ausgestatteten Hundes auf einem Bildschirm verfolgen. Dies erhöht die Effizienz des Polizeihundes, erleichtert die Spurensuche und verbessert außerdem die Sicherheit des Hundes.
Das System besteht aus einem mobilen Teil, der am Hund fixiert ist, und einer Überwachungsstation, welche entweder eine Polizeidienststelle oder jeder mit einem Internetanschluss ausgestattete Computer sein kann, um die Position des Hundes auf einer Karte darzustellen. Zwei verschiedene Technologien werden hierbei angewendet, einerseits Global Positioning System (GPS) und andererseits Cellular Digital Packet Data (CDPD). Satelliten Technologie stellt die Positionsinformation zur Verfügung und das mobile Datenübertragungssystem ist für das Weiterreichen der Daten an die Überwachungsstation verantwortlich. Diese in Echtzeit übermittelten Positionen des Hundes ermöglichen die Verfolgung durch eine überwachende Person. Das System ist in Bezug auf Größe, Gewicht und Gestalt darauf ausgerichtet, an einem Hundehalsband oder einer Hundeschutzweste montiert zu sein.
